Union Civil Protection Mechanism (UCPM)
The civil protection agencies are members of the UCPM and other regional and sub-regional civil protection cooperations. IPA CARE pushes for stronger participation in these cooperations – and in the UCPM in particular.

The Programme outcomes of the three work packages linked to EU’s civil protection mechanism (UCPM) are increased capacity of actors in civil protection and the health sector in the Partner Countries to engage with the UCPM tools and services for operational and strategic cooperation, as well as operationally tested national capacities for inter-agency cooperation in case of internal emergencies through a full-scale exercise.
All partner countries, except for Kosovo*, are participating states in the UCPM: North Macedonia (since 2012), Montenegro (since 2015), Serbia (since 2015), Türkiye (since 2016) and most recently Albania and Bosnia and Herzegovina (2022).
Work Package 1.2 – Inter-institutional coordination

The work package of inter-institutional coordination is cutting across the other thematic areas, with focus on the integration of the sector of civil protection and health. The work package will thus be incorporated into activities with other work packages (1.1.a and 3.1)
