Three programme phases
The IPA CARE programme encompasses three phases: inception, implementation and consolidation.
Inception phase (Months 1-14 )
The Inception Phase of IPA CARE Programme took place between 1 March 2023 and 30 April 2024. The main aim of the Inception Phase was to better understand the capacities and needs of the system and the organisations involved in disaster risk management in the Partner Countries and at a regional level with focus on earthquakes and health crises, to identify national and regional priorities and support planning. Based on the capacity and needs assessment, country-specific plans of actions were developed, together with a regional roadmap.
Implementation Phase (Months 15-66)
The implementation phase of IPA CARE consists of the implementation of the capacity development activities defined in the activity plan, divided into country specific plans of action. This phase focuses on implementing the different work packages and progress monitoring, as well as continuous learning and review with Partner Countries.
Consolidation phase (Months 66-72)
The Consolidation Phase, consisting of the last six months of the Programme, will focus on ensuring that the sufficient capacity and ownership is in place among the Partner Countries so that the outcomes, systems and mechanisms put in place by the Programme are of continued use and providing value also at the regional and sub-regional levels. Work will also involve identification of lessons learned and reporting of results. This phase signals the finalisation of all operations and formal handover of the Programme.
