The IPA CARE Programme builds on four main principles in order to ensure successful implementation and sustainability:

The programme activities are organised into nine work packages. Eack package has a number of expected outcomes and are shaped in line with Partner priorities.
The cross-cutting issues climate and environment, gender and human rights - are integrated in the work packages. Continous monitoring and evaluation creates a solid ground for on-demand flexibility and adaption.
