IPA CARE Summary of 2025
During 2025 the IPA CARE Programme has shifted from an inception phase to full swing implementation. Action plans are being implemented by all seven partners, in Albania, Bosnia-Hercegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye, and progress is observed in all clusters of the programme.
While the work of the programme clusters - Urban Search and Rescue (USAR), Seismic Risk, Emergency Medical Teams (EMT), Inter-institutional Coordination, Union Civil Protection and Volunteerism – is adapted to the priorites of each partner, capacities for regional cooperation is enhanced as the programme is progressing.
By the end of 2025 scoping workshops on Emergency Medical Teams have been held for 6 partners, and USAR equipment has been selected and procured for all partners.
Workshops on the Civil Protection Mechanism have been held for 6 partners. The seismic risk platform is introduced by four partners while the civil protection volunteer legislation and policy has been reviewed for 5 partners.
A first round of exercises on inter-institutional coordination, and coordination with the health sector, will be finalised in January 2026.
*The designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo Declaration of Independence.
