Kicking off the IPA CARE Programme

How to shape the Inception phase of the programme, and particularly how to set a modality guided by Partner priorities, was the focus when the IPA CARE Consortium met in Stockholm, March 14-15, 2023.
As coordinator of IPA CARE, the Swedish Civil Contingencies Agency (MSB) invited the consortium members to Stockholm to kick off the start of the six-year EU funded programme. During the two days, the seven Consortium members set the foundations for assessing the Partners priorities for capacity development. The Consortium based their discussions on the definitions of outcomes and work packages in their joint Programme application to the European Commission, DG ECHO, in September, 2022.
- A great advantage in our discussions today and for our coming work is that we are a Consortium of seven organisations who know each other well from cooperating before on various projects. Joining forces in our comparative advantages in risk disaster management, we are a good match for IPA CARE, concludes Sofia Höglund who manages IPA CARE together with her MSB colleagues, Josefina Halme and Diana Lindgren.
The meeting in Stockholm marks the start of the IPA CARE Programme focusing on enhanced capacities for seismic risk and health emergencies in the Western Balkan and Türkiye.
The IPA CARE Consortium brings together the civil protection agencies of Croatia, Italy, Romania - and Sweden and the research institutions CIMA Research Foundation, the European Centre for Training and Research in Earthquake Engineering (EUCentre) and the Centre for Research on Health Care in Disasters at the Karolinska Institute (KI)
Programme period: March 2023 - February 2029
Budget: 12,8 million EUR funded by the EU Instrument for Pre-Accession Assistance (IPA).
