Exercise planning session

The 5th November, the IPA CARE programme management hosted an exercise planning conference in Budva, Montenegro. .The primary objective was to introduce the exercise programme and set up of the elements of the exercise process. During the programme exercise will play an important role to test the progress in capacity development of teams and coordination mechanisms. in 2025 and 2026 it will mainly be national exercises, while in 2027 and 2028 we will test the results of the programme in regional exercises on health emergencies and earthquakes
This activity is a foundational step in Work Packages 1.2 & 3.1 aimed at building and strengthening civil protection capabilities to respond effectively to emergencies. The workshop was an opportunity to align stakeholders and prepare them for the exercises within the IPA CARE programme, ensuring clarity on the exercise programme and the roles and responsibilities of stakeholders.
The session was dedicated to presenting the exercise programme within IPA CARE, the role of the exercise within the programme, an explanation of the different type of exercises, the planning process of the exercises and introduction to the course on exercise facilitation as well as the methodology of evaluation of the exercises.
In this session a list of requests for information to be received from the partners was presented. The session will be followed up by national level online seminars, with each of the partners. In these sessions we will discuss feedback from partners as well as tailoring the exercise programme to the specific situation in each country. Based on these national sessions, a more detailed programme and planning of the exercise programme will be compiled.
The participants were national Coordinators, national health focal points as well as Training and exercise officers from the civil protection and Health sector. Cross-cutting issues such as gender equality, environmental impact, and Human rights-based approach will be integrated into the exercises.
